TSSAA proposal in light of SB1356 and HB1297

The following graphics are of the TSSAA Memorandum dated 10/14/05 from Executive Director Ronnie Carter to their advisory committee. The proposal outlined here is to be voted on by the general membership  and then must be voted on by their board in early December of 2005.

During the recent Senate Education Committee sub-committee hearing TSSAA's Bob Baldridge said that currently TSSAA teams play homeschoolers in other states during competitions. It was difficult to play them while at the same time telling their own home state homeschoolers that playing with them was against the rules.

The memo begins by outlining the current participation rules and then ends with:

"The proposal that we will submit from the committee for discussion and a vote by the schools at the Regional Meeting will read as follows:

To amend Article IV, Section 1 of the TSSAA Bylaws to state:

A member of the Tennessee Secondary School Athletic Association is permitted to play or scrimmage any secondary school team with grades 9 and above in regular season play.

Add to definitions:

School team- An entity comprised of one or more students in a school under the control and conduct of the school, which represents the school in interscholastic athletic competition.

Rationale: This would allow all member schools to play any school they choose in regular season play. There are many issues that arise in regard to whether schools meet the current requirements of the TSSAA Bylaws (Article IV, Section1). This occurs often in out-of-state competition with non-member schools playing in tournaments that hav not met the current criteria. It would, obviously, apply to regular season play only and allow all member schools the option of playing the schools they choose to play in regular season. In Tennessee, this change would allow TSSAA member schools to play non-member schools that are category 4 or 5 schools in the state of Tennessee."
